ترسیم روابط علت و معلولی در خلال زمان در نقشه استراتژی پویا

چکیده

یکی از چالش­های بزرگ سازمان در اجرای استراتژی­ها به­وسیلة کارت امتیازی متوازن این است که شاخص­های موجود در اهداف استراتژیک نقشة استراتژی، با تأخیر زمانی ارتباط علت و معلولی را به­وجود می­آورد و با افزودن عامل زمان، اهداف استراتژیک در زمان­های مختلف با هم ارتباط خواهند داشت. به­همین دلیل، نیاز به ترسیم نقشة استراتژی پویا برای تعیین روابط علت و معلولی در خلال زمان ضروری است. در این مقاله، پس از تقسیم اهداف استراتژیک به مناظر چهارگانة کارت امتیازی متوازن شرکت ملی پالایش و پخش فرآورده‌های نفتی ایران، از روش فازی دیمتل برای ترسیم روابط علت و معلولی اهداف استراتژیک، با درنظرگرفتن تأخیر زمانی حاصل از شاخص­های کلیدی عملکرد پسرو در قالب نقشة استراتژی پویا استفاده می­شود. با این کار، روابط کلاسیک موجود در مناظر چهارگانة کارت امتیازی متوازن به روابط علت و معلولی شبکه­ای و پویا ارتقا می‌یابد و ارتباط میان اهداف استراتژیک سازمان در خلال زمان مشخص می­شود. با تعریف برنامه‌های بهبود اهداف استراتژیک تأثیرگذار حاصل از شاخص­های کلیدی عملکرد پیشرو، پیشرفت در اهداف استراتژیک تأثیرپذیر از شاخص­های کلیدی عملکرد پسرو حاصل می­شود.

[Naeini1] One of the biggest organizational challenges in deployment of strategies is the time lag between the cause-and-effect relations according to a lag between indicators of strategic objectives. With adding the time factor, the strategic objectives at different times have a causal relationship with each other. The causal relationships between strategic objectives are essential. In this paper, after dividing strategic objectives into four aspects of balanced scorecard in the National Iranian Oil Refining & Distribution Company, the fuzzy DEMATEL method is used to draw the cause-and-effect relation between strategic objectives in the strategic map considering the time delay from the lag key performance indices. By drawing the dynamic strategy map, the network relation between strategic objectives during the time identified and by defining strategic initiatives for the strategic objectives of the lag key performance indices, improvement for the strategic objectives of the lead key performance indices will appear.
