تخصیص بهینۀ منابع انرژی در ایران با رویکرد هدفمند‌کردن یارانه‌ها

چکیده

در این تحقیق با استفاده از روش­های تحقیق در عملیات به تخصیص بهینۀ نفت و گاز طبیعی به بخش‌های مختلف مصرف شامل خانگی- تجاری، حمل‌ونقل، صنایع، کشاورزی، صادرات، تزریق به مخازن نفتی و نیروگاه‌ها به‌عنوان تولید­کنندۀ انرژی ثانویه پرداخته شده است. تخصیص بهینۀ انرژی به بخش‌های مختلف مصرف طی سال­های 1391 تا 1400، با طراحی یک مدل برنامه­ریزی خطی و با در نظر ­گرفتن اجرای طرح هدفمند­ کردن یارانه‌ها، انجام گرفته است. هدف افزایش درآمد دولت بوده و در این زمینه برنامه‌های آتی دولت در نظر گرفته شده و محدودیت­هایی همچون تأمین تقاضای انرژی بخش‌های مختلف مصرف و نبود برخی از زیرساخت­ها نیز مورد توجه قرار گرفته است. نتایج این تحقیق، میزان تخصیص بهینۀ فراورده‌های نفتی و گاز طبیعی به بخش‌های مختلف طی سال‌های آتی را مشخص می‌کند و راهکارهای مناسبی را در اختیار برنامه­ریزان و تصمیم­گیران، به‌منظور برنامه‌ریزی مناسب قرار می‌دهد.

چکیده [English]

This research presents a mathematical model for oil and gas optimal allocation to different sectors in Iran using operations research techniques. Sectors are residential and commercial, transportation, industries, agriculture, exports, injection to oil reservoirs and power plans as a secondary energy producer. Optimal allocation of energy resources to end-uses from 2011 to 2021 has been done using a linear programming model regarding lifting of subsidies. The results provide scientific basic for the optimal allocation of energy resources in Iran.
