طراحی مدل سلسله‎مراتبی برای کاهش ریسک‎های زنجیرۀ تأمین پروژه بر اساس فراترکیب (مورد مطالعه : شرکت گاز استان فارس)

چکیده

با توجه به توسعۀ گازرسانی در اغلب استان­های کشور طی سال‎های اخیر و گسترش پروژه­های خطوط انتقال گاز به موازات آن، لزوم توجه به زنجیرۀ تأمین چنین پروژه­هایی و ریسک‎های مربوط به آن بیش از گذشته نمود یافته است. از آنجا که زنجیرۀ تأمین پروژه­ها بر اساس مقررات دولتی ساختار خاصی دارد، هدف این مقاله ارائۀ مدلی برای کاهش ریسک­های زنجیرۀ تأمین پروژه­ها در شرکت­های گاز استانی است. برای این منظور از روش پژوهش آمیخته استفاده شده است؛ به این صورت که ابتدا با استفاده از فراترکیب و روایی محتوایی، راهبرد­های کاهندۀ ریسک شناسایی و گروه­بندی می­شوند و به‎کمک مدل­سازی تفسیری ساختاری، ارتباطات متقابل و میزان تأثیرگذاری هریک از راهبرد­ها بر یکدیگر به‎دست می‎آید. یافته­های این پژوهش نشان می­دهد که مدیران باید به آن دسته از راهبرد­هایی که قدرت تحریک‎کنندگی بیشتری دارند در مقایسه با راهبرد­هایی که درجۀ وابستگی زیادی دارند، توجه بیشتری داشته باشند. در نتیجه با تمرکز بر متغیرهای کلیدی مهم‎تر، می‎توان به‎صورت مؤثرتر ریسک­های زنجیرۀ تأمین را کاهش داد.

چکیده [English]

According to gas development in most provinces in recent years and the expansion of gas transfer pipeline in parallel, paying attention to project supply chains and related risks is necessary more than past. Due to specific structure of project supply chain based on government regulations, this article is aimed at presenting a model to mitigate risks on projects supply chain in State gas companies. In order to do that, we have used a mixed methodology approach in this research. According to Meta-synthesis and content validity, risk mitigation strategies are identified and classified. Moreover, by using Interpretive Structural Modeling (ISM), mutual relationships and the degree of influences of each strategy on each other are recognized. Results show that managers must attend to those strategies that have high driving power and low dependency than low driving power and high dependency. As a result, by concentrate on key variable, supply chain risks can be mitigated effectively.
