ارائۀ روش‌شناسی گام‌به‌گام تدوین نقشه‌های راهبرد: رویکرد ترکیبی بسط عملکرد کیفیت، غربال‌سازی فازی و نقشه‌های شناختی فازی

چکیده

امروزه کارت امتیازی متوازن در جاری‌سازی راهبرد در بسیاری از سازمان‌ها، نقشی حیاتی دارد. در این بین نقشه‌های راهبرد به‌عنوان نسل سوم کارت‌های امتیازی، با تبدیل مأموریت و چشم‌انداز به اهداف راهبردی، پل بین تدوین و اجرای راهبرد است. با وجود این روش‌شناسی تدوین آن هنوز با ابهام‌های بسیاری مواجه است. مطالعۀ حاضر با الهام از دیدگاه صاحب‌نظران این حوزه و بررسی پیشینۀ پژوهش، روش‌شناسی بهبودیافته‌ای را برای رفع سه نقص یا پتانسیل بهبود شناسایی‌شدۀ نقشۀ راهبرد ارائه کرده است. با به‌کارگیری QFD و غربال‌سازی فازی، نقشه‌های شناختی فازی و توجه به محیط فازی تدوین نقشۀ راهبرد روش‌شناسی گام‌به‌گامی ارائه شده است که پالایش اهداف راهبردی، مدل‌سازی روابط علی و قضاوت‌های انسانی را مدنظر قرار داده است. در نهایت این روش‌شناسی در یک مورد عملی پیاده‌ شده است.

Nowadays Balanced scorecard has a critical role in implementing strategies for many organizations. Strategy map as the 3rd generation of BSC by inverting mission and vision into strategic objectives is the linkage between formulating and implementing strategies. However, the methodology of developing strategy maps has many ambiguities. This study with inspiring by other authors and exploring literatures representing an improved methodology to resolve three identified short comings or improvement potential. Using QFD and fuzzy screening, fuzzy cognitive maps and considering fuzzy environment a step-by-step methodology represented to considering strategic objective refinement, causal effects modelling and human subjectivities. Finally the methodology has applied in a practical case.
